During a report upon the Crimea Crisis a Russian Flag could be seen. Ratio like national flag, i.e. 2:3, design similar to the Defence Minister's flag, but with silver double-eagle and without fringes, red disc and wreath. So my first guess is, it has something to do with the Ministry of Defence.

It is Ministry of Defence Flag adopted on 23, July, 2003.

I notice this flag uses the 1858-1883 colors, which is especially evident when comparing with theminister's flag, which uses thenational colors. Any idea why?
